I have had discussions with some members of parliament plus TSC staff who attended the talks between TSC and KNUT yesterday. The headlines are somehow misleading.
FUNCTIONS OF A PARLIAMENTARY COMMITTEE
1. A parliamentary committee cannot order an independent commission. A parliamentary committee investigates, interrogates, advises, summons, arbitrates and reports back to the speaker WITH RECOMMENDATIONS, which have to be debated , passed and forwarded to the president for them to become law.
2. Parliamentary committee is not a court of law, or the executive arm of government. Neither is it the police. Simply, Parliament legislates. It does NOT EXECUTE. Intact.. TSC is part of the executive arm of govt. Thus, TSC can only execute what is in law. Not what has been discussed in a boardroom and is not anchored in law.
3. What came out of the meeting mainly was that KNUT HAS TIED ITSELF with numerous COURT ORDERS. TSC has the best interest of ALL TEACHERS. But it cannot go against a court order that clearly ruled KNUT MEMBERS cannot enjoy the benefits of the CBA.
CONCLUSION
The parliamentary education committee advised KNUT to pull out all cases from the court before they can engage with TSC on finding a solution. Withdrawal of cases means, that even cases which Sossion has filed to keep two jobs, and that of his de-registration be withdrawn. Meaning he ceases to be the SG before TSC can engage with KNUT.
