ANC was part of the Building bridges initiative by presenting views to the task force and by the party leader being given opportunities to air his views at the Bomas of Kenya launches. All of what was altered and captured in that becomes the BBI bill is what the ANC PARTY wanted. The best we can do is roll up our sleeves and seize the opportunities it presents.
- ANC MEMBERS HAVE A BASE AND A CAPTAIN TO LEAD US IN SEIZING THE OPPORTUNITIES IN BBI
We as ANC have a blessed to have a national outlook party that becomes our vehicle to grab all the opportunities that BBI has to offer. ANC is not just a Luhya party. It is national. But again what a wonderful thing that it has a great support base in Luhya land with 4 million plus votes. Our captain, Mudavadi has a CV that remains unmatched in the region and is respected and part of the Uhuru succession plan. ANC, can we seize the opportunity?
- BBI PRESENTS ANC MEMBERS WITH OPPORTUNITY TO SELL THE ECONOMIC NARRATIVE
The rallying call at ANC is the Economy. Our motto is Uchumi Bora. We are riding o the narrative that ANC can present Kenya with another Kibaki moment come 2022. BBI has granted us that opportunity for it addresses economic issues through the emphasis on the promotion of African unity beginning with the formation of an eastern African confederation to increase markets for our goods and services. All the major sources of Kenyan livelihoods ie agriculture, pastoralism, the blue economy, the need to protect intellectual property and data, science and technology have all been included in the BBI to enhance shared prosperity. It is also to create industries while supporting small and micro enterprise. These are raw facts and opportunities that we as ANC can use to sell our party and candidate for 2022. It is a rare opportunity. Seize it.
*3. BBI PRESNTS ANC MEMBERS WITH POLITICAL LEADERSHIP ROLES*
All of us want to lead. We are either politicians or technocrats. BBI gives us a soft landing to ascend to political power. An extra 70 slots have been added to cater for historically under-represented populations. Special interest groups and persons with disabilities, who weren’t represented in the National Assembly as per the previous draft, now have four guaranteed slots of two men and two women. Representation in the counties can be guaranteed by amending the legislation provided for in Article 177 (1) (c). The youth have two slots being a man and a woman in the National Assembly, but the two slots in the Senate have been scrapped. Women are the biggest gainers in that political parties will have to ensure at least a third of nomination slots are women during primaries. Further, a gender top up list of those who vie but lose with the highest number of votes shall be nominated to Parliament and county assemblies. What an opportunity that BBI has presented to all our youth, women and politicos to rise to power? Seize the BBI moment now!
*4. BBI PRESENTS ANC MEMBERS WITH OPPORTUNITIES IN EXECUTIVE*
ANC has the rarest of all opportunities that many other parties including Jubilee do not have. We have a presidential candidate who has declared and has been endorsed by the party. H.E.Musalia Mudavadi. BBI PRESENTS US WITH AN opportunity to elect Mudavadi president in 2022. That apart, our members can will be elected to NA or CA, they can now qualify lead be in the Musalia Mudavadi Cabinet. Cabinet ministers can be either MPs or technocrats, but deputy ministers shall only be MPs. MCAs shall also be appointed as county executive committee members, though up to half of the total number. Can we stop whining and Seize the opportunity?
*5. BBI PRESENTS ANC MEMBERS WITH OPPORTUNITIES IN THE DEVOLVED UNITS.*
Our ANC members will now have opportunities to serve as governors, senators or MCAs with increased and well defined and funded roles. Governors are supposed to report the measures put in place to ensure the provision of the rights as provided for in Article 43 with regards to right of every Kenyan to access the highest standards of health, education, clean water, housing, social security and emergency treatment since these are the real concerns of wananchi. On revenue sharing, a safeguard has been put in place and the devolved funds have been enhanced from 15 to 35 per cent, while the Equalization Fund has been secured for a further 30 years. This takes care of the concerns of marginalised areas.
The Senate is now an upper house since most, if not all, bills concern the counties.
Further, the oversight role of the Senate has been enhanced to effectively cover monies allocated from the equitable share but also own source revenue from the counties.
*6. BBI OFFERS OPPORTUNITIES IN THE OPPOSITION*
When you get into a game, you can win or lose. In the unexpected event that we lose the presidential election, we now have the opportunity to be leader of opposition complete with a shadow cabinet.
The official Leader of the Opposition cannot come from the same party as the Prime Minister.
*7. BBI PRESNTS ANC MEMBERS WITH POSITION OF OMBUNDSMAN*
The position of the Judiciary ombudsman has been created to discipline errant judges. However, while the President is the appointing authority, a selection panel appointed by the JSC shall vet the nominee. The Judiciary Ombudsman gets an independent budget, and is not dependent on the Jsc, can investigate and recommend the removal of the CJ from office. The new judiciary Ombudsman is the new Chief justice’. This is the job ALL OUR ANC MEMBERS WHO ARE LAWYERS OR IN THE LEGAL WORLD should covet especially with Musalia as president.
*8. BBI PRESNETS ANC MEMEBRS WITH JOBS IN COMMISIONS, DCI, PARASTALS ETC*
All the constitutional commissions shall have seven and not nine members, with the Salaries and Remuneration Commission having been altered to avoid institutional representation and instead replace them with human resource professionals. The new SRC will now have powers to determine the salaries and remuneration of state and public officers, including consultants of national and county governments. This will help manage the wage bills and positions that are created thus bloating the work force. The Inspector General of Police has been given new powers of command, promotion and transfer of police officers, while the National Police Service Commission has been made a regulatory agency with regards to recruitment, conduct and prescription of terms of service and codes of regulation. The Directorate of Criminal Investigations shall be headed by a Deputy Inspector of Police, as a third arm of the National Police Service. The Director of Public Prosecution is now fully and independent office, while IPOA, which had been proposed to become a full constitutional commission remains as it is.
In short, STOP COMPLAINING. Stop fighting the party position. Look at the brighter side of things. Endorse the BBI, append your signature, vote for the bill and let us focus on the bigger prize. Electing Musalia Mudavadi as president in 2022.
